This study aims to investigate systems of Quality Assurance and Academic Accreditation (QAAA) in some foreign (USA - France - UK) and Arab (Egypt - Jordan - United Arab Emirates) countries which have applied such systems in their higher education institutions. QAAA, get lesson learned and conclusions that can be used to develop systems of QAAA. It is regarded as a kind of conscious study of human history, and to investigate the factors affecting education systems, and how efficiently implement academic accreditation at local and regional levels. The main findings of this study were that the QAAA systems in selected Arabic countries are not run by autonomous councils. They are monitored by the Ministry of Higher Education. Unlike foreign countries, higher education institutions in Arab country are not financially independent and they have no separate allocated budgets.
