الملخص

هدفت الدراسة الحالية إلى تحديد آليات تطبيق أدوات مرحلة الصياغة الاستراتيجية التي يمكن أن تتبناها الجامعات العربية في أثناء إعداد الاستراتيجيات، وتقديم أمثلة تطبيقية على هذه الآليات. وتم استخدام المنهج الوصفي التحليلي. ومن خلال مراجعة الأدبيات والدراسات ذات العلاقة تم التوصل إلى عدد من الاستنتاجات، لعل أبرزها أن آليات صياغة استراتيجية الجامعة تتكون من خمس مراحل فرعية، يتخلل كل مرحلة منها عدد من الأدوات الاستراتيجية؛ (1) مرحلة الوضع الاستراتيجي وتتم وفقًا لثلاث مصفوفات، هي: مصفوفة تقييم العوامل الخارجية، ومصفوفة تقييم العوامل الداخلية، والمصفوفة الداخلية الخارجية؛ (2) مرحلة معرفة الخيارات الاستراتيجي: تتم وفقًا لمصفوفة أنسوف؛ (3) مرحلة البدائل الاستراتيجية: تتم وفقًا لمصفوفة توز؛ (4) مرحلة الاختيار الاستراتيجي: تتم وفقًا لمصفوفة التخطيط الاستراتيجي الكمية؛ و(5) مرحلة التقويم الاستراتيجي: وتتم وفقًا لثلاثة لمعايير، هي: المواءمة، والقابلية للتنفيذ، والمقبولية.
