      This research dealt with the topic: “The media industry for public opinion and its impact on judgments is a study in the light of legitimate intentions.” In it, I have outlined media methods in influencing public opinion in Islam, and the specificity of the modern era.  Legitimate intentions through public opinion, along with its role in fulfilling divine orders for preserving all legitimate intentions, applying religious rulings, and guarding Islamic principles and values.  It revealed the intent of the street from the media message, and demonstrated the privacy of Islamic media and its legitimate areas in shaping public opinion.  It concluded that the Islamic media, codified by Sharia regulations, will address the large and sweeping torrents of suspicions and deliberate and unintended distortions that target public opinion .to disrupt rulings, and breach Islamic morals and religious values

Disclosure of the media industry to public opinion and its impact on rulings.  And clarify the .role of the media in achieving divine orders to preserve legitimate purposes


:Research Methodology


It used the inductive approach, and the analytical approach.  The search came in a preamble and four topics in each topic, two requirements and a conclusion that included the most .important findings and recommendations of the research


First: Results : The relationship between the media and the formation of public opinion remains untouched, as well as the influence of public opinion on rulings, moral principles and deep Islamic values.  Islam was considered public opinion, and achieved, by taking into account this consideration, many of the legitimate intentions


Second: Recommendations : The researcher recommends the creation of an integrated system of moral values ​​to conduct the work of the media in the Arab and Islamic world.  And the codification of modern media.  And work to create specializations and study materials in universities, graduate chairs and vocabulary in schools related to what the media should be .in order to form public opinion in accordance with the legitimate purposes
