Abstract



The collective security system is an exception to the principle that the use or threat of use of force is prohibited. These regulations are provided for in Chapter VII of the Charter of the United Nations in Articles 39 to 51. Its purpose is to collectively implement unified international procedures and measures to prevent or suppress any attack by one State against another State.
The Security Council has the sole jurisdiction to apply the collective security system since it is the body entrusted with the maintenance of international peace and security. It has broad discretionary powers, in accordance with Chapter VII of the Charter of the United Nations, to adapt events or facts or to take such dissuasive measures as he deems appropriate.
This research was divided into two researches. The first dealt with the concept of collective security and its development, and the second dealt with the authority of the United Nations Security Council to implement the system of collective security.
