Obstacles Facing Skills Development Fund in Republic of Yemen

Abstract
The objective of this Study is to investigate the obstacles facing Skills Development Fund in Yemen through the responses on different sections of questionnaire (legislation, organization and financial). In addition, the research also investigate whether there is statistical difference among respondents according to sex, qualification, years of experience and positions). The researchers used descriptive and survey type of research to achieve the objective of the research where 80 employees were the targeted population. The related statistic tests were used for analysis and for ensuring validity and reliability as well as panel of expert to confirm the validity. In general, the results showed that the obstacles are confirmed by respondents with a mean of (4.0194). The result showed that the legislation obstacles has a mean of (3.7667), organizational obstacles with a mean (4.2250) and financial obstacles (4.0194). The results showed that there is no difference among respondents on the different type of obstacles according to qualification, years of experience and positon while the legislation obstacles shows difference based on sex.
