Abstract In recent years, cloud computing has emerged as a new concept for delivering various online services. Cloud computing has become an indispensable part of corporate and public enterprise. It eliminates the need for users to plan for the future in order to provide services. It also allows companies to start small and increase resources only when there is growth in demand for services. However, despite the fact that cloud computing provides huge opportunities for the IT industry, the development of cloud computing technology is now in its infancy, with unresolved issues In this article, we offer a simplified review of cloud computing, highlighting basic concepts, architectural principles, and implementation in the General Authority for Pension Insurance. The aim of this paper is to provide a better understanding of the problems of cloud computing design, define its services and specifications and assist the General Organization for Insurance and Pensions in the use of this technology. The General Authority for Insurance and Pensions in Yemen is one of the governmental institutions that has some branches in the Yemeni governorates. The Commission has many applications and software that are used to manage the work of the Commission. This requires high quality devices and servers. Therefore, the possibility of implementing Cloud computing technology in the General Authority For insurance and pensions will provide access to these software and systems using equipment with simple specifications. The Cloud is an expression that was initially used to refer to the Internet in network schemas. It was defined as an initial sketch of a cloud used to represent the transfer of data from data centers to its final location on the other side of the cloud. The idea of the programs came as services when John McCarthy, Stanford said that "computing might be organized to become a public service one day."[1] [2] He thought that Time Sharing could bring a future in which computing power and even private applications would be sold as a service through a business model. The idea is very popular in the cottages but disappeared in the mid-1970s when it became clear that modern technology in the field of information technology was unable to sustain this model of future computing. But this idea has recently returned to become a common term in the technological circles and institutions in our time. Cloud computing has once again emerged as a computing method in which computing resources are provided as services and are accessible to users via the cloud without the need to have the knowledge, experience or even control of the infrastructure that supports these services . Cloud computing can also be seen as a generic concept that includes software as a service, and other modern technology trends that share the idea of web-based computing to meet the computing needs of users. As for commercial cloud computing platforms, they include Amazon EC2 [19] Services, Microsoft Azure Services Platform, Google App Engine[1], which gives many companies the flexibility to access the necessary computing resources, and contributes to reducing infrastructure costs for startups, but reliability is not without problems. They raise issues such as privacy, security, etc. when it comes to "the cloud". So there is growing interest in open-source cloud computing tools that enable companies to build and customize their own "pull" to work alongside stronger business solutions. The concept of cloud computing has revolutionized the ideas and applications of IT services, especially with regard to the infrastructure solutions that enterprises rely on to facilitate their operations, and found many large and small enterprises involved in this new system. The concept of cloud computing has become one of the most important topics for discussion in the industry during the past period. Therefore, the focus of this study will be on discussing this concept and its main impact on small and medium enterprises, as well as studying the risks and challenges facing the transformation of this new concept of IT management.
